Barrett that the verb τελειοῦν is used as an equivalent of πληροῦν and to assume that John used this term in 19:28 because in this verse and in 19:30 he twice used the word τετέλεσται50 As there is no difference between the verb τελεῖν and τελειοῦν in this passage, this would make good theological sense.
